Smart Meter FAQs

  • What is a smart meter?

Smart meters are the next generation of electricity meters. Using digital technology and the 2G mobile phone network, the smart meter will give you access to accurate information on your energy usage throughout the day.

  • WHY ARE ALL METERS BEING REPLACED?

As part of the Climate Action Plan, ESB Networks is replacing 2.4 million electricity meters in homes, farms and businesses across Ireland with next generation meters. The introduction of this new technology will bring benefits to customers, the environment and the economy.

Benefits to customers: Over time with smart meters, there will be no need for estimated bills. You will be able to access the information you need to make more informed choices about their energy consumption and the best tariff option for them.  Accurate information about energy usage across the day will allow you to manage your bills with greater accuracy.

Benefits to the environment: The environment will benefit because smart metering will encourage energy efficiency and support an increase in renewable power on the electricity system. The upgrade programme will help to cut CO2 emissions and lower Ireland’s costly reliance on fossil fuel imports.

Benefits to the economy: Using smart meters will help us to more efficiently manage energy flow at times of high demand. They will also enhance competition and improve customer experience and choice, increasing the range of products and services available to customers.

  • WHAT ARE SMART ELECTRICITY SERVICES?

Smart meters can give you accurate and regular information on your electricity usage and ensure no estimated bills. They can help you make more informed choices about your energy consumption.  They will enable new ways to save money by shifting some of your electricity consumption to (off peak) times of the day when energy is cheaper.

  • HOW MUCH IS THIS PROGRAMME COSTING?

The replacement of 2.4 million electricity meters with the new smart meters over a six-year period will cost approximately €1.2bn.

Like other meter upgrades the cost is included in your existing charges for use of the electricity network infrastructure so there’s no additional charge for installing a meter.

The Commission for Regulation of Utilities has done extensive analysis of the National Smart Metering plan and is satisfied that the investment involved represents value for money.

  • WHEN WILL THE REPLACEMENT PROGRAMME BE COMPLETED?

Starting in the autumn of 2019, our plan is to replace 250,000 meters between autumn 2019 and the end of 2020 and a further 500,000 meters every year from 2021 to 2024.

From 2021, you will have a choice to be provided with more accurate information about energy usage across the day to allow you to better manage your bills with greater accuracy than at present.

  • WHO WILL CARRY OUT THE REPLACEMENT WORK?

The meter replacement will be carried out by ESB Networks or by electrical contractors working on our behalf.

  • WHAT BENEFIT WILL I GET FROM A SMART METER?

When smart meters are fully operational, you will have a choice to be provided with more accurate information about energy usage across the day to allow you to better manage your bills with greater accuracy than at present.  This information can also help you to make more informed choices about your consumption and tariff.

Currently, your electricity meter is manually read by ESB Networks up to four times per year. Smart meters are able to automatically send your meter readings to ESB Networks so the need for estimated bills will be eliminated.

From 2021, new products and services will enable you to shift some of your consumption to off peak times of the day when electricity is cheaper.

  • WHEN WILL I GET A SMART METER?

The replacement programme will start in autumn 2019 and continue until the end of 2024.  We will carry out this work on an area by area basis and a detailed rollout plan is currently being developed.

While the initial focus will be on the oldest meters, we intend to include an option for customers to apply through your electricity supplier or ESB Networks for a prioritised installation of a smart meter.

We will give everyone plenty of notice about when we are coming to your area to replace meters.

  • CAN I REQUEST AN EARLY METER UPGRADE?

While the initial focus will be on areas with the oldest meters, customers can apply to ESB Networks or their electricity supplier for a prioritised installation of a smart meter.

  • WHAT IS INVOLVED IN THE METER REPLACEMENT PROCESS?

    Replacing your meter:

    • You will receive a follow up letter a few weeks in advance of your meter replacement.
    • If your electricity meter is outdoors and easily accessible you don’t need to be home for us to carry out the meter replacement.
    • If your meter is located inside we will arrange an appointment with you.
    • An ESB Networks network technician or an electrical contractor working on our behalf will come to your property to remove your existing meter and replace it with the new smart meter. All our installers will carry photo ID badges identifying them.
    • We will need to turn off your electricity supply temporarily to do the work, for approximately 45 minutes.
    • We will also undertake a safety assessment to the overall meter installation and, where necessary, carry out additional improvement works, at no cost to you.
  • DO I HAVE TO PAY FOR THE NEW METER?

There is no additional charge for upgrading your meter. Like other meter upgrades, the cost is included in your existing charges for use of the electricity network.

  • WHERE WILL MY SMART METER BE INSTALLED?

The new smart meter will be located in the same place as your existing one.

  • DOES IT MATTER WHICH ELECTRICITY SUPPLY COMPANY I AM WITH?

No, ESB Networks is replacing meters for all customers, regardless of your electricity supplier.

  • WHAT IF MYSELF OR SOMEBODY IN MY HOUSEHOLD IS DEPENDENT ON ELECTRICITY FOR MEDICAL REASONS?

ESB Networks will contact all customers who have previously registered as requiring special assistance in order to make a suitable appointment for the replacement of their meter.

  • WHAT DATA IS COLLECTED BY MY METER AND HOW IS IT USED?

Your smart meter will record details of your consumption of electricity. Each day, ESB Networks will collect data on the total amount of electricity consumed over the previous 24 hour period.  This information will be used to provide information to support customer billing, customers switching suppliers and customers moving premises.

The meter will also collect more detailed breakdown of your electricity consumed e.g. usage every 30 minutes.  However, this information will only leave your home if you request this through your electricity supply company, as they develop and offer new smart services which require this data. In order to ensure the meter is working properly, ESB Networks will also collect non personal data about the meter itself.

  • WILL MY DATA BE SAFE?

All data collected from the meter will be securely stored in a central Meter Data Management System (MDMS) operated by ESB Networks.  ESB Networks is committed to ensuring that we are compliant with GDPR and that all personal customer data is safe and secure.

  • ARE THE NEW METERS A RISK TO MY HEALTH?

ESB Networks have a total commitment to your health and safety. The upgraded smart meters will be safe and will comply with all necessary requirements and international standards.

Health authorities around the world, including the World Health Organization (WHO), have assessed the scientific evidence and there are no established health effects from smart meters which use similar technology to that used in your mobile phone.
